Is the 10/100 rps for IPFS per key across the whole application or per user IP?
If an increase is needed, are custom plans available?

We cannot customize 'requests per second’ per plan, as it depends on the network congestion and traffic. There is an option to increase ‘requests per day’ by upgrading your plan if needed, please refer to the following: Pricing | Infura.
The rate limits will be applied per account.
