Priority fee post merge

Post merge, priority fee goes to coinbase set when the execution client (ne “eth1”) starts. This creates some challenges for aaS providers like Infura, where the execution client or a consensus client (ne “beacon”)/execution client node is for rent.

There’s a proposal for 0x2 credentials that would have the validator client send an address over, to be used as a destination for priority fees, and that to be enforced by the chain.
