Add the Sepolia Ethereum testnet

Ropsten, Rinkeby and Kovan are all slated to be depecated at various times until the end of the year. This leaves Goerli as the only testnet remaining on Infrua.

The Sepolia (and Bepolia consensus testnet) have been setup as a next generation testnet to replace Ropsten and others.

Please consider adding this testnet.
