Can not create a new project. No sidebar on page

I just signed up to Infura to day I am unable to create a new project. I do have an API key. I found this thread on the topic:

Hi there I’ve signed up for Infura, on a free plan but have no ability to create a project as per the ‘get started’ documentation…how does this work? [32 am]

@Sean_Infura gave this answer on that closed topic:

“We just modified the Home dashboard, and now if you click on Ethereum on the left sidebar, you’ll be taken to the projects page where you can create a new project.”

But there is no sidebar anywhere on the Dashboard page (see screenshot). Tested this both in Chrome and Firefox. How do I get the sidebar so I can create a new project?

Anyone? This is as a basic a problem as I can think of and I can’t work on my project at all until I get it solved.
