Getting the latest outgoing transaction of an Ethereum address

Hi, My first post here. I wanted to ask if it’s possible with Infura to get the latest outgoing transaction data of an Ethereum address.
(my use case is to then extract the public key of the address from that data to encrypt a message with their public key). Thanks
